Instruments of Valor
Unlike later Final Fantasies, weapons in Final Fantasy VI are not unique to one character. Furthermore, characters can equip more than one sort of weapon. Locke has a wide range of weapons, as befits the treaure-hunter persona. He can equip dirks, swords, and boomerangs.
The Daggers
Standard thiefly equipment, these knives are generally less powerful than swords. However, a few have some nifty special properties, and I'd take a good dagger over a crappy sword. The Valiant Knife, one of the few daggers unique to Locke, has a special property that ignores target defence. It also adds any damage Locke has taken to the damage he does, making it a powerful weapon especially when pairing it with certain relics. In official artwork, Locke is always shown with a dagger, and he starts out with a dirk.

The Boomerangs
Locke's unique weapon class is the boomerang- no one else in the game can use these. Other boomerang users in Final Fantasy include Yuffie, Rinoa, and Edge. The weapon's main advantage is that it allows Locke to attack from the back row, halving the damage taken. Dual Hawk-Eyes are pretty much as good as it gets on the Floating Continent. And unlike most high-end weapons, there's more than one Wing Edge, so it can be dual-wielded for some crazy stats bonuses.

The Swords
Locke also, unlike most of his class and character type, has access to swords. Swords are the most powerful weapon class in Final Fantasy VI. As in most games, the main character gets the best shiny poking implement. There is no true main in Final Fantasy VI, but the characters who have the strongest claim on the title get access to these weapons. The Atma Weapon is a poorly translated version of the Ultima Weapon. Ragnarok made another appearance as Cecil Harvey's strongest sword. And Illumina is stronger than both of them. These are some pretty choice blades, but the catch is that Locke has to share them with three other people. It might be smarter to just stick him in the back with his boomerangs.

Whips?
Locke never uses a whip in game, but the SGI demo shows him wielding one with some pinanche. The whip is a class of weapon that has appeared in a few Final Fantasy games, usually in the hands of a woman. (They're kinky like that.) A whip on Locke just makes him seem more like Indiana Jones.
